Labor Certification      
   


  This program allows an employer, who has been unable to hire a worker eligible to work in the United States, to file a labor certification  application to employ a foreign worker on a permanent basis.

 To obtain a labor certification, the Department of Labor must determined that there are insufficient U.S. workers who are qualified and  available, and that wages and working conditions of similarly employed U.S. workers will not be adversely affected. Once a labor  certification is granted, the alien can then apply to adjust his status to that of a lawful permanent resident.
